Guidance on the 2025 Nonprofit Security Grant Program
On July 28, 2025, FEMA released the FY2025 Nonprofit Security Grant Program (NSGP) Notice of Funding Opportunity (NOFO), which provides program guidance for this year’s NSGP grant. Nonprofit organizations must apply for the NSGP through their State Administrative Agency (SAA). The Indiana Department of Homeland Security is the SAA for Indiana.
Application Period
IDHS is waiting on the NSGP 2025 Investment Justification form from FEMA. IDHS will open FY2025 NSGP on the IDHS website once that form is released.
Local Indiana applications are NOT due by Aug. 11, 2025, which is listed in the NOFO. The due date will be announced when IDHS opens the NSGP application period.
Based on guidance contained in the NOFO, it appears that FEMA will be issuing the NSGP funding as risk-based allocations to each state and territory. Subawards will occur after the award of the state and territory-based allocations to ensure that these federal funds are obligated prior to the end of the fiscal year. This means that each state will receive an allocation prior to reviewing/grading applications as opposed to prior years’ processes where the allocations were given post-award announcement. It still translates into a condensed application timeline for the nonprofit sub-applicants.
IDHS recommends signing up for grant updates on the NSGP webpage, so you will be notified when IDHS announces Indiana’s due date and puts all of the 2025 NSGP information up on the webpage.
Who can apply
Only registered 501(c)(3) organizations are eligible for the grant. Subawards will be governed by the NOFO guidelines. Applications are capped at $200,000 per location.
Applicants should avoid any actual or perception of conflict between grant writers/consultants and contractors/vendors executing post-award activities. All vendors must be chosen through fair competition using proper procurement procedures pursuant to 2 C.F.R. 200.319 and 2 C.F.R. 200.320. This means grant writers/consultants cannot complete the Investment Justifications and then receive the work that is paid for using NSGP funds.
What you can do to prepare for the NOFO
Complete the vulnerability assessment.
Make sure you have an active Unique Entity Identifier (UEI).
Determine what items you will need to address your vulnerabilities.
Last year’s application and information is still up on the NSGP webpage and can provide guidance on the application process and forms that will be required.
NSGP-NSS
On June 27, 2025, DHS/FEMA announced that it was awarding $94 million in grants from the Nonprofit Security Grant Program – National Security Supplemental (NSGP-NSS) to 512 Jewish faith-based organizations.
This is separate from the FY2025 grant and relates to applications submitted in FY2024 for the NSGP-NSS. Each state will be notifying the awardees of this award in the coming weeks.
